The International Fuel Tax Association (IFTA) is very similar to the IRP, except it deals with fuel taxes rather than road taxes.   All apportioned vehicles must have valid IFTA stickers when they travel, to indicate that the proper fuel taxes have been paid to their base jurisdiction.

Almost all of the members of the IRP are also members of the IFTA - the lower 48 states of the USA and 10 Canadian provinces.
(As of now, Washington DC is not a member of the IFTA.)
IFTA Web Site
The IFTA existed as far back as 1983, as an experimental agreement between Arizona, Iowa, and Washington.   In 1991, IFTA Inc. was created, and a law was passed that all jurisdictions must become members by September 30, 1996.

Stickers were issued starting in 1995.
(Thanks to Manny Jacob for the new info and picture of the Iowa 1995 sticker.)

Detailed history of IFTA can be found here.
Before the IFTA, each state had their own distinct fuel tax (or road tax) stickers.

This plate might have been issued for an IFTA event...
... or it just may be a regular vanity, and a coincidence.

Here is a run of IFTA stickers from 1995.

Here are some random stickers from the internet or pictures I've taken.

NL 2003, PE 2003, and ME 2003 stickers from D'Arcy Matters
